Facing ever-increasing challenges, President Obama's Administration seems to be in
a rush to make sure that the funds from the stimulus package start to have an immediate impact. This includes distributing the benefits to Filipino Veterans who were denied equity for their service in WWII, but have now been granted a small measure of
justice.
According to
this article in the Philippines, Filipino Veterans can start requesting their benefits of $9,000-$15,000 ($15,000 for veterans who have become US citizens and $9,000 for non-US citizens) this Thursday.
A few more of the rules have also become clearer:
“We’re very busy getting ready for that. We’re going out [to] provinces to make sure we reach people personally,” Ambassador Kristie Kenney said.
...
Applications must be submitted by February 16, 2010, and claims by spouses, widows or children of veterans will not be accepted, the US embassy said.
“Unfortunately it doesn’t apply to” dead veterans or their families,” Kenney said. “The legislation is clear, you have to be alive.”
But she gave assurances “each case will be looked at to make sure that [they are] the right people, that they are indeed eligible. In some cases it might take longer or less longer.”
Some more info after the jump:
The article continues to say:
The US embassy said among the qualified beneficiaries are:
• War veterans who served before July 1,1946 in the organized military forces of the government of the Commonwealth of the Philippines while it was still under the US Armed Forces;
• Members of organized guerrilla forces under commanders appointed, designated, or subsequently recognized by the Commander in Chief, South Pacific Area, or other competent authority in the Army of the US and;
• Persons who served in the Philippine Scouts under Section 14 of the Armed Forces Voluntary Recruitment Act of 1945.
“To be eligible for the new benefit, service members in each of the three categories above must have been discharged or released from service under conditions other than dishonorable,” the embassy added.
Additional information on how to file claims is available at the US Embassy website, it said.
If you know of any veteran who would qualify, please make sure you have them fill out the forms by the necessary deadline.
Just heard that a lot of guerillas in the Philippines who had applied for stimulus benefit were being denied for their names not being in the so-called missouri list. A well know immigration lawyer in San Francisco have opined that these guerillas not found in the List has the right to appeal the denial made by the veteran's office because the stimulus do not differentiate and that they deserve such benefits for being precisely a legitimate world war 2 guerillas in the Philippines fighting for the American Flag.
My great grandfather was telling stories before I was born that he (Gavino M. Melendez) was a guerilla back then. I went to OTAG but his records cause I need it for my application with Philippine Veterans Bank but was not found cause they are asking about his company and unit served. Later, they told me that they might find my great grandfather's record if I could give them the company, unit served and rank cause there are files not yet listed in the server.
The question is why don't they encode all of their files in the server for easier verification. Instead of looking for old files for verification of service records. They have the capacity to do it, im sure about that. But why don't they?

On July 12, 1973, a disastrous fire at NPRC (MPR) destroyed approximately 16-18 million Official Military Personnel Files. The affected record collections are described below.
Branch Personnel and Period Affected Estimated Loss
Army Personnel discharged November 1, 1912, to January 1, 1960 80%
Air Force Personnel discharged, September 25, 1947, to January 1, 1964
(with names alphabetically after Hubbard, James E.)
75%
No duplicate copies of the records that were destroyed in the fire were maintained, nor was a microfilm copy ever produced. There were no indexes created prior to the fire. In addition, millions of documents had been lent to the Department of Veterans Affairs before the fire occurred. Therefore, a complete listing of the records that were lost is not available. Nevertheless, NPRC (MPR) uses many alternate sources in its efforts to reconstruct basic service information to respond to requests.
