The Chinese Communist Party’s United Front Work Department operations focus on espionage, organized crime, the manipulation of politics in other countries and the suppression of Chinese dissident groups. John Liu’s actions on many occasions have shown that he has been recruited by the United Front to serve the Chinese regime rather than the American people and government.
To understand this, please see the following facts.
1. The fundamental reason why Liu turned against the U.S.
Liu’s father Frank Liu who was general manager of the Great Eastern Bank, was indicted by New York State for embezzling the savings of Chinese customers and was given one month in jail with a three-month suspension. This incident reportedly turned John Liu against the U.S.
2. Pro-CCP, anti-USA.
An important part of United Front’s strategy is to make use of the associations formed by Chinese communities outside China. John Liu has deep connections with such Chinese associations in New York.
From March 29 to April 1 in 2007, Liu went on an escorted trip to China along with six leaders of Chinese associations in New York. The trip, which was announced on the Chinese Xinhua news website, was planned by Lu Cheng, the leader of the Shandong Association of Fellow Provincials of New York.
Cheng is also the chairman of the Union of Chinese Organization Leaders, a group with close ties to the CCP and which often voices the propaganda and ideology of the Party.
Liu’s trip to China was heavily reported on by the China’s state media both before he arrived and during his stay, referring to him as the “new political star.” His trip was also reported on by CCP-controlled Chinese language media in the U.S.
Liu toured throughout China, visiting some of the CCP’s top officials in various cities. On March 30, he met with Xu Yousheng, vice director of the Overseas Chinese Affairs Office of the State Council—one of the three political offices that the United Front Work Department directly gives its orders to. The meeting was reported on by numerous overseas Chinese media outlets, including China Press and Phoenix TV.
The Overseas Chinese Affairs Office of the State Council, of which Yousheng is vice director, acts as a medium between the United Front and the CCP’s foreign embassies and consulates. When needed, the consulates and embassies will also relay United Front orders to CCP-controlled Chinese associations, student groups, and business groups in other countries.
On March 31, an award was given to Liu by close to ten Chinese media, including Phoenix TV, World Journal, and China News. The “The World is Beautiful Because of You Award / Award for Chinese Influencing the World,” was presented to Liu at Beijing University.
This was a very public award. However, there were other “underground” awards. We don’t know what they were but we know that by June 2, 2008, John Liu had raised $3 million for his coming election campaign, even before he announced in what position he was going to run.
On December 4, 2000, Jiang Zemin, the former leader of the CCP, said at the 19th National Conference on the United Front Work Department: “The fundamental task of United Front is to fight to win people’s hearts and gather the forces.”
It seems Liu’s heart was won by the United Front and that he is prepared to serve the CCP through it.
3. Challenging freedom of speech in the U.S.
On May 4th, 2008, thanks in part to Liu’s hard work, the CCP staged a large rally in Foley Square to challenge freedom of speech in America.
Starting in March 2008, a number of groups including exiled Tibetans protested the Beijing Olympic Torch Relay in cities around the world. The Party organized overseas Chinese (mostly students) in the name of “Loving your motherland” to rally in many cities to challenge these protests, including in Paris, London, Canberra, Seoul, and Ottawa.
The number of people partaking in each rally was in the tens of thousand. Some of these people were very loud and rowdy and perpetrated violent attacks against Tibetans, such as occurred in Canberra and Seoul. In many cities including Ottawa and Canberra, the CCP hired large buses to bring in the students from other cities to boost the numbers at the rallies.
Soon, the aim of the rallies was to protest Western countries’ criticism of China’s human rights violations. In Ottawa on April 13, 2008, thousands of overseas Chinese gathered outside the Canadian Parliament, all carrying red flags, to protest Canadian Prime Minister Stephen Harper’s refusal to attend the Beijing Olympics due to China’s poor human rights record.
The CCP became aware of the benefit of these rallies, which could challenge and attack anybody who criticized its political system, and planned to stage more of them. As Keyu Peng, the Chinese Consul General of New York, stated, “This is an enthusiasm (that needs to carry on).”
The next rally was to challenge CNN for criticizing the Chinese government.
On April 9th, 2008, CNN commentator Jack Cafferty, speaking on China-U.S. relations in "The Situation Room,” said: “So I think our relationship with China has certainly changed. I think they're basically the same bunch of goons and thugs they've been for the last 50 years.”
In a statement on April 16, CNN said that Cafferty was talking about the Chinese Government, not the Chinese people.
“It was not Mr. Cafferty’s nor CNN’s intent to cause offense to the Chinese people, and we would apologize to anyone who has interpreted the comments in this way,” the statement said.
However, Peng and his cohorts held a big rally at Foley Square to protest against CNN, organizing thousands to attend. By using the so called enthusiasm of young Chinese students in the U.S., their intent was to send a message to the media that the Chinese government was not to be criticized on American soil.
John Liu also played an important role for this anti-America rally by using his authority to help the group secure a permit to hold the rally. He also made a speech at the rally.
He ignored the fact that it is CNN’s constitutional right to criticize the Chinese government and that Chinese media cannot criticize their own government.
4. Challenging freedom of belief in the U.S.
With the success of the rally at Foley Square, Keyu Peng wanted to do more. He plotted having these “enthusiastic” overseas Chinese attack Falun Gong practitioners on Main Street in Flushing. The attacks, both verbal and physical, started on May 17th, 2008.
Peng has admitted in an available recorded conversation that he had a part in organizing these attacks on behalf of the Chinese regime. On May 20th, the number of attackers reached thousands of people. We believe the FBI has the recording.
Again, John Liu played a big part in orchestrating the attacks.
On May 20th, 2008, Liu was on Main Street in Flushing and witnessed the violence against Falun Gong practitioners there. However, during a scheduled press conference at his office on June 30, he denied knowledge of any violence during the attacks, although the local police had arrested at least 12 assailants.
After the press conference, Liu turned the Falun Gong practitioners who had come to present their cases to him out of his office, refusing to hear what they had to say. He had others to meet with—the very individuals who had been attacking the practitioners.
Under Liu’s encouragement, in early August, 2008, these same alleged offenders received a permit from 109 Police Precinct to set up a booth on Main Street with the purpose of spreading hatred toward Falun Gong practitioners. Since the booth was set up, it has become a base in Flushing for ongoing harassment and attacks on Falun Gong practitioners, a peaceful, non-violent religious group consistently victimized and persecuted by the Chinese Governments, to included mass incarcerations and torture.
Flushing is a birthplace of religious freedom in the United States; the Flushing Remonstrance was signed there in 1657. Yet it has now become a place where Falun Gong practitioners are assaulted for practicing their beliefs. Under Liu’s authority and support, the Chinese regime has openly set up a booth on Main Street to challenge the freedom of belief in our country by verbally and physically attacking those who follow a spiritual practice that the CCP doesn’t approve of.
John Liu has continually used his office to assist the Chinese authorities to extend their religious persecution on American soil. Is it his belief in Chinese Communism, his allegiance to a foreign government, or in its motivated by illegal campaign contributions or clandestine payments?
Sigh -- do you have any better evidence than this Peter Zhou? You have a lot of proof by insinuation but no actual smoking gun type of evidence. And seriously, do you really think NYC Comptroller is an appropriate role for a Chinese government mole? One would think they would want him to at least get involved in the Federal government, no?

you want to talk about face? There is no honor in what your organization does. Not only does it print libel about individuals, it tries to intimidate those same people by photographing them when they come to complain. It was your organization that wrongfully "identified" at least thrity individuals as Communist spies and your organization that claimed a bomb threat against the subway station. You have a persecution complex...get over it. Not everyone is out to get you and if you would just shut up and listen to those people that are "shouting" you would realize that they aren't all communist spies. furthermore, you KNOW that those people were angry because your people were telling passerby that the Sichuan earthquake was God's punishment to the CCP and that giving donations to help the victims would be "stolen".
I believe that the CCP has done a LOT of terrible things but the way that your organization is "fighting" them is just plain wrong. Tell your "spiritual master" living in his NJ mansion that.

There really is no pleasing Peter Zhou or people like Peter Zhou. When John Liu refuses to step out of his place as a NYC elected official and denounce the Chinese government (a task better suited to the State Department and administration officials), the Falun Gong interpret this as evidence that he is pro-China.
When John Liu speaks against racism, especially against the comments made by Cafferty, Peter Zhou takes Cafferty's side, and instead belittles Liu for taking the part of the CCP. In case you havent noticed, Peter, Cafferty said "the same bunch of goons and thugs they've been for the last 50 years,” without specifying at the time whether he referred to the CCP or to Chinese people. CNN only apologized AFTER the fact, and as we all know, hindsight is 20/20.
Further, who's to say that the anti-racism rally held at Foley Square was not the cause for CNN's retraction? After all, news outlets in the US have a history of making discriminatory remarks, and usually do not apologize unless sufficient pressure is exerted.
At this point, it is clear that Peter Zhou and the Falun Gong are out to get John Liu. In my humble opinion, Liu has been a tireless voice against anti-Asian discrimination, as well as an advocate for people regardless of ethnicity, gender, and sexual orientation, and to see him attacked on the basis of such lies is disheartening, and bodes ill for unity amongst Chinese Americans. What makes this even worse is the fact that many seem to eat up Liu's "treason", rather than looking at the facts and what Liu has done in eight years as City Councilman. Presumably agitators and provocateurs like Peter Zhou will always come out on top, as they are the loudest, if most unreasonable, voices in our society.
On a personal note, I have also gone on trips to mainland China and spent considerable time there as a student studying abroad in my ancestral homeland, which I happen to enjoy very much. I have also protested instances of racism against Chinese people, and I have refused to take half-assed lies and excuses offered by such racists to explain, even justify, their hateful, intolerant conduct.
Does that make me a Communist too, Mr. Zhou?
John Liu is not qualified to represent Asian people
Though Liu is the first Chinese councilman who has chaired the Transportation Committee, Chinatown residents have suffered horrible traffic in the last seven years. Traffic accidents happened everyday in Chinatown. In the middle of 2008, the death caused by traffic accident was almost once a month. Just in 2009, from January to May, there were already three deaths and more than twenty badly injured by traffic accidents in that area. We didn’t see him doing anything practical to improve the situation.
This has indicated that he hasn’t fulfilled his duty as a Chair of the Transportation Committee, nor does he care about Chinese Americans.
Yes, he has spoken too much but we didn’t see him doing any practical work.
Yes, the traffic situation in Chinatown has been very tough and we can not expect it can get better in one day, but there are still some practical works that can improve the situation.
On March 1, 2009, Chinese Consolidated Benevolent Association in Chinatown has to write to New York City Department of Transportation (DOT) directly and told them that there are still something they would do to reduce traffic accidents, such as, limited the speed by setting camera or adding speed bump in some areas, add more park spaces, extend longer time for pedestrian traffic lights as there are many seniors in Chinatown, and so on.
Manhattan Borough Commissioner of DOT Ms Margaret Forgione has accepted these suggestions and promised to the Association that the DOT will to do it. Did John Liu involve in this communication between Chinese community and the DOT? Did he show any support?
Senator Squadron is a new elected Senator and just started to work since this year. He admitted that there are lots works need to do to improve the traffic situation (because politicians like John Liu didn’t do any practical works to improve it in the past) and he had to do overloaded works to catch up.

Indeed, Calvin, the rest of APAP, and I are all idiots who are easily fooled by John Liu, who is a deceptive liar, and who has happened to double funding for ESL programs in NYC from 10 to 20 million USD, fought for his district's (Flushing) fair share of affordable housing, spoken out against racism in government and the media, launched initiatives to help minority and women business entrepeneurs gain more city contracts, and secured funds to upgrade area schools with science and computer labs.
I'm probably missing a whole list of Liu's other achievements as City Councilman, but somehow, i have a feeling that nothing will change the mind of the Anonymous Coward who thinks he's qualified to call me (and the entire population of this country) dumbasses.

Will must be in Liu's campaign but I will tell you my own experience with Nasty Lying LIU. I send his office emails with videos of carriage drivers overcharging tourists by 3 times the legal fare and videos of the poor horses suffering. Yet Liu never responded so I asked him in person and he stated "I received your mail and I HAVE NO RESPONSE FOR YOU" And he was smirking nastily. This man is just plan mean and nasty. So I made an point to go to an open forum and ask him the question in public and he slander me. HE TOLD PEOPle that I follow him with the same questions. He is a fucking liar and I am no surprise that He LIED about working in a sweat shop. the daily news exposed this asshole.
I actually live on Long Island, a good thirty-forty minutes from Flushing, NY, and have never worked for him at any point, not even as a coffee boy or chai wallah (Slumdog).
Anyways, I'm not very familiar with NYC bureaucracy, but maybe if things were done differently, there might have been a change. Instead of just dumping this in Councilman Liu's lap and expecting him to fix everything with a wave of his wand, you could have gone to some sort of humane society, such as the New York League of Humane Voters, or the ASPCA, and lodged a complaint there about the horses. This would be the logical thing to do, of course, unless the ASPCA also hurt your feelings...
At that point, you could also take some time to figure out who to submit the video footage of the unscrupulous carriage drivers to; I'm sure NYC has some sort of better business bureau, where they keep tabs on exploitation and fine people for unsavory business practices.
Speaking of video and evidence, do you even have any, anonymous girl? Not of Liu hurting your feelings with his "snide remarks" and "nasty smirks", but rather of the email that his office sent in response to you, as well as the video footage that you shot of these abuses?

This episode of astroturfing shows both how fervent and how little the support for Falun Gong issues is online. I'm more than williing to hear further discussion of Falun Gong issues on the comments thread but not if Falun Gong advocates create comments coming from other manufactured users in order to create the perception that there is widespread support for their views. It's ironic since that is precisely the same tactic that Chinese Communist Party advocates have been accused of in the past.
Other users: please be aware that similar tactics will also get you banned from the site.

Hello. I have followed this conversation. I practice Falun Gong. I would like to express my disappointment with Peter Zhou's propaganda-like posting techniques and apparent attempt to post under multiple accounts. It's unclear whether he is a Falun Gong practitioner or not, or whether he merely shares sympathies. There is a persecution going on; we want people to be aware of that. We also want to tell people that Falun Gong is innocent, and that we should have freedom of belief in China. These are fairly simple messages.
I think all argumentation along the lines of the CCP, Falun Gong, John Liu, and the attacks and propaganda in Flushing, should be fact-based. Things should be clearly attributable and preferably verifiable. The Chinese Epoch Times does the Falun Gong community no favors by making allegations which cannot be substantiated, if that is indeed what they have done.
I would also appreciate it if allan could provide some evidence (a screenshot, maybe?) which substantiated the claim that Peter Zhou also posted as other identities. Another, perhaps less likely possibility, is that other people using the same computer or in the same residence also came to this site and posted. I also recognise the irony this would have, since these are CCP propaganda techniques, and it's just sad to see them adopted by the other side.
Finally, there is a united front, and the CCP does have an incredibly elaborate propaganda apparatus designed to maintain one-party rule in China. It's also no secret that they are continually making inroads with these efforts overseas, refining and exporting propaganda for a foreign audience. A lot of these things, like the operations and scope of the Central Propaganda Department, have already been studied and written about by academics and journalists. Look for names like Anne-Marie Brady and Lyman van Slyke, for example. This isn't a secret. What's disputed is whether John Liu represents another instance of the CCP's propaganda extending overseas. People can make up their own minds based on the evidence as it becomes available.
Thats fine, I'll believe the CCP link when I see substantial evidence that proves it.

I don't know who Anonymous Girl and Anonymous Coward are. Wish these people could come out to speak themselves. I have said two times: I wish everybody used a proper manner if you disagree with me. You can only give your opinion but you can not use rude words that will damage your own reputation. For a couple of days I didn’t want to write much in this site. It is because I think some people do not really care about truth, but care how to support John Liu. I think the readers can judge all the comments and I do not need to explain too much.

Calvin, I do not know what you talked about same IP address. There is only one person use my IP, just myself. Nobody else use it. Anybody who think it in a logic way, would not think Peter need to use another account for defend himself. Peter has given the facts and also asked anybody to rise questions if they didn’t understand or if they want evidences. But Peter didn’t get proper response. Peter is waiting for any challenge for his statement and he doesn’t need to use another account to say anything.
maybe Peter has a multiple personality disorder, since he seems to like talking about himself in the third person now. this would explain why he doesn't remember posting under the different names, but remembers which names he used.
Again, I don’t care anybody who would use rude words to me or make excuses to damage my reputations. The readers would know more about John Liu if they read these rude words or excuses.
